Where Construction Debris Actually Goes in Osceola County
Most contractors never think about where the container goes after it leaves site. Understanding the disposal chain in Osceola County is worth real money on a large job.

The Osceola County disposal chain
Understanding where material goes is not academic. It is what determines your disposal cost, and on a large job the difference between a thoughtful setup and a careless one runs into real money.
Osceola County has three main pieces of public-facing waste infrastructure, and none of them is what most people assume.
The Bass Road site on South Bass Road in Kissimmee is the county's yard waste disposal and household drop-off facility. It handles yard waste, tyres, white goods, recyclables and household chemicals, from residential sources only, weekdays roughly 7am to 3pm with the last load taken shortly before closing. It does not take construction and demolition debris, and it does not take general household trash.
The St. Cloud Transfer Station on Peghorn Way serves the eastern side of the county in a similar role.
The J.E.D. Solid Waste Facility at 1501 Omni Way in St. Cloud is the working end of the chain. It is a Class I lined landfill operated by Waste Connections, sitting on a large site in eastern Osceola County, and it takes construction debris, concrete and asphalt, clean fill, household municipal waste, agricultural waste and non-hazardous commercial waste. What the county site will and will not take
This trips up homeowners constantly. The plan is always “I will just take it to the county”, and for part of the job that works.

Residential sources only, and there are practical volume limits. So a renovation that produces some yard waste, an old fridge and a pile of drywall needs the county for two of those three and a container for the third.
Where C&D actually ends up
Mixed construction and demolition debris from Kissimmee jobs runs to permitted facilities licensed under Florida DEP rules. Some of it goes straight to a Class I landfill. Some goes to a C&D processing facility first, where recoverable material is pulled off a sorting line before the residual is landfilled.
Segregated clean streams are different and this is where the savings sit:
- Clean concrete, block and asphalt goes to a crushing operation and becomes road base and aggregate. Tipping rates for clean inert material are materially lower than mixed C&D.
- Clean dimensional lumber can be processed into mulch or biomass fuel.
- Scrap metal has positive value. A meaningful volume of copper, aluminium or steel is worth money rather than costing money.
- Clean cardboard at volume is a recyclable commodity.
- Clean vegetation goes to a yard-waste processor and becomes mulch and compost.
Why stream separation saves money
Disposal is priced per ton, and the rate varies by stream. Mixed C&D is the most expensive category on the list because the facility has to handle, sort and landfill an unpredictable mixture. Clean inert material is the cheapest because it is a feedstock rather than a waste.
Consider a hypothetical demolition producing eight tons of broken concrete and eight tons of mixed debris. Put it all in one container and you have sixteen tons priced at the mixed rate. Split it and you have eight tons at the clean-concrete rate and eight at the mixed rate. Even after paying for a second container movement, the split is usually cheaper — and on jobs with more concrete than that, considerably cheaper.
The break-even point is roughly this: if you have enough of a clean stream to substantially fill a dedicated container, separate it. If it is a wheelbarrow load, do not bother.
The five streams worth separating
1. Clean concrete, block and masonry
Rebar is generally fine. Timber, plastic sheeting, soil and general debris are not — any of those and the load reclassifies. Goes in a 10 yard because of weight, always.
2. Scrap metal
Copper pipe, aluminium screen frame, steel studs, ductwork, appliances, conduit, rebar offcuts. On a Florida job with a screen enclosure coming out, the aluminium alone can be worth setting aside.
3. Clean dimensional lumber
Untreated, unpainted, no fasteners where possible. On a framing job this is a large proportion of the waste stream and it disposes far more cheaply than mixed.
4. Cardboard and packaging
New construction generates an extraordinary amount of it — appliance boxes, fixture packaging, banding, shrink wrap. On a multi-unit build a dedicated cardboard container makes sense.
5. Clean vegetation
Land clearing, tree removal, site prep. Keep soil out of it as far as practical, because soil weight is what kills a vegetation load's economics.
Sizing for construction debris
Two rules and they pull in opposite directions.
Framing, drywall, packaging and general build waste: go big. A 30 yard, and plan swap-outs into the programme. This material is bulky and light, so you will fill the volume long before the weight allowance.
Concrete, block, tile and masonry: go small. A 10 yard, filled between half and two-thirds. A cubic yard of concrete is around two tons; the arithmetic does the rest.
Most real jobs need both at different phases, which is why we would rather talk through the build programme than take a single order. On a house that is being stripped out and then partially demolished, the container plan should change as the work does.
Documentation and diversion reporting
If you are working to a specification that requires waste diversion reporting, or a client who wants evidence of responsible disposal, ask for weight tickets. Every load through a licensed facility generates one, showing the tonnage and the receiving site.
Separated streams make that reporting straightforward, because a clean concrete ticket from a recycling operation is unambiguous evidence of diversion. Mixed C&D tickets tell a much less useful story.
Practical site setup
- Place containers where the work is, not where they are convenient for the truck. Labour spent walking debris across a site is the largest hidden cost in waste handling.
- Label them, even crudely. A sheet of plywood with CONCRETE ONLY on it prevents a great deal of expensive contamination.
- Brief the trades. One subcontractor throwing a lunch bag and a paint can into the clean concrete container costs more than the briefing would have.
- Book swaps into the programme, not on the day you notice the can is full. A standing schedule means the trades never stop.
- Watch the weather. An open container through a Central Florida wet week gains real weight. Cover heavy loads if you can.
- Think about the last phase. The final clean-up load is usually mixed and usually smaller than people plan for.
